Public Safety Recruitment 2016
The Town of Manchester embarked on a rigorous and objective selection process for its new Police and Fire Chiefs. The process involved a citizens’ panel made up of Manchester residents, a professional recruiting firm with expertise in assessing public safety candidates, and a survey for staff and the general public to provide input.
The highlight of the process was a day-long assessment of semi-finalists. Five candidates participated in a series of verbal, written and simulated exercises aimed at ascertaining their qualifications to be our next Fire or Police Chief.
Fire Chief finalists were interviewed the week of August 15, and Police Chief interviews were completed the week of August 22, 2016.

|May 24, 2016||Execute contract with recruiting firm (MRI) to assist with recruitment process.|
|May 27, 2016||Place advertisements in professional journals for the vacancies; internal candidates encouraged to apply.|
|June 20, 2016||Citizens' Panel appointed - all 11 applicants who applied were appointed (see Citizen Panel Charge).
Deadline for receipt of resumes to MRI; MRI's team of retired chiefs reviews all resumes and picks top 16 (or so) for each position.
|June 28, 2016||Citizens' Panel begins weekly meetings to discuss key issues and top qualities desired for chief positions (see Police Chief and Fire Chief Ideal Candidate Profiles).
|June 30, 2016||MRI sends essay questions to top tier candidates; questions ask candidates to address key issues facing Manchester and their professions.|
|July 13, 2016||Essay question responses due from applicants to MRI.|
|July 18, 2016||Public survey made available for input on top issues and key qualities of new chiefs.|
|July 27, 2016||MRI completes phone interviews and initial background checks on top tier candidates, and prepares semi-finalist portfolios for Town use.|
|Week of August 15, 2016||Conduct day-long Assessment Centers for semi-finalists (5)
