Vernal Pools
The Manchester Wetlands By-Law Regulations defines vernal pool as follows:

Vernal Pool means an intermittent pond which meets the criteria, either as certified, or as determined by the Commission within its discretion and in accordance with criteria set forth in "Guidelines for Certification of Vernal Pool Habitat" issued by the Massachusetts Division of Fisheries and Wildlife. Prior Certification is not required. Vernal pools function as the only breeding habitat for a variety of amphibian species such as wood frog (Rana sylvatica) and various salamander species and provide other important wildlife habitat functions for amphibians and other wildlife.  Vernal pool resource area includes the area within 100 feet of the mean annual boundaries of the pool.  The buffer zone to a vernal pool resource area shall mean that area extending outward 100 feet horizontally from the mean annual boundary of the resource area (200 feet from the mean annual boundary of the pool).
