Finance Committee Meeting 8/07/2006

A meeting convened at 7:30 PM in Town Hall.
Members present: Bothwick, Burbott, Carr, Croft, Herbster, Kenney, and Swanson
Members absent: Cabot, Putnam
Others present: Town Administrator, Town Accountant, and BOS Chairman
Mr. Bothwick presided.

NEW MEMBERS – Jim Carr, John Croft and George Herbster were welcomed.  Mr. Bothwick reviewed the Open Meeting law, and explained that email is used to notify, and not to debate.

REQUESTS FOR TRANSFER
The Town Accountant distributed a reconciliation worksheet for the past two years of the Reserve Fund.  A monthly expenditure report is sent to every person who is responsible for a budget.  The FinCom requested a six-month budget report on December 31.
The Town Administrator explained a new policy in place to stay within the budget, rather than rely on Reserve Fund transfers.  
Is 20% increase in budgets for fuel going to be enough?
Personnel – Ms. Burbott MOVED “to recommend approval of $200 for per employment physicals for the Recreation Director and the Town Administrator”.  The MOTION WAS UNANIMOUSLY ADOPTED.
Library – Mr. Swanson MOVED “to recommend approval of $768.17 for spike in energy costs”.  The MOTION WAS UNANIMOUSLY ADOPTED.
Singing Beach Bathhouse – Ms. Burbott MOVED “to recommend approval of $1,696.71 for plumbing expenses”.  The MOTION WAS UNANIMOUSLY ADOPTED.
The FinCom requests a reconciliation of expenses related to the Beach.  The Town Administrator assures there will be improvement in the budget.
Police – Ms. Burbott MOVED “to recommend approval of $2,633.72 for increases in fuel costs”.  The MOTION WAS UNANIMOUSLY ADOPTED.
The Town Administrator will find out how much the Town pays for fuel at the Gulf station.  Is it possible to buy into the state lot?
Legal – The request is to cover a shortfall from cases and advice.  Can the Town put a lien on a home to recoup expenses?  Can the Town structure a process so that if the applicant loses, the Town can recoup costs?
Ms. Burbott MOVED “to recommend approval of $4,424.82”.  The MOTION WAS UNANIMOUSLY ADOPTED.
The FinCom requests the fully loaded costs of the Planning Board, and ZBA.
Board of Health – Ms. Burbott MOVED “to recommend approval of $4,560 for professional services required due to a high amount of septic system repair and replacement work, additional housing inspections, and food inspection/reviews”.  The MOTION WAS UNANIMOUSLY ADOPTED.  Fees will offset these expenses.
Fire – Ms. Burbott MOVED “to recommend approval of $5,805,78 for salaries required by a contract settlement”.  The MOTION WAS UNANIMOUSLY ADOPTED.


OTHER BUSINESS  
Mr. Swanson was unanimously voted to continue his outstanding service as liaison to the CPC for a three-year term.

ALS requires two paramedics. Since one of them does not live in Town, there can be delays.  The FinCom will continue to discuss the possibility of mutual aid throughout the year.

The Town has changed its web site, which may cause the budget to have a shortfall.  The reason for the change is to decrease the maintenance costs from $10,000 to $3,000 with improved functionality.

The FinCom requests a complete list of accounts from the Town Accountant.

The BOS will be meeting on the first and third Monday of the month.  The FinCom will be meeting on Tuesdays.

The School will be floating a $7.3 million bond.  Both Towns in the region will be consulted on how to finance.

MINUTES – As of July 1, 2006 only four members of the Committee returned to fulfill their terms.  The minutes of 6/5/06 were unanimously adopted as written by these four members.

The meeting adjourned at 8:58 PM.
