A meeting convened at 7:35 PM in Town Hall.

Mr. Bothwick presided.
The DPW Director joined the meeting to discuss STM articles, and capital items in the ATM warrant.
STM WARRANT
Article 1 – The amount of Chapter 90 funds should be available by April 1. Ms. Burbott MOVED “to make a recommendation on Town Meeting floor”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 2 – The repairs include replacing foundation posts on the ocean side of the Chowder House. Ms. Burbott MOVED “to recommend approval of $15,000 for this project”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 3 - Ms. Burbott MOVED “to recommend approval of $3,500 for this project”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 4 - Ms. Burbott MOVED “to recommend approval of $4,600 for this project”. The MOTION WAS UNANIMOUSLY ADOPTED.
ATM WARRANT
Article 1 – Mr. Herbster MOVED “to take no position”. The MOTION WAS UNANIMOUSLY ADOPTED.
Articles 2, 14, 16, 17, 36, and 39 – Mr. Herbster MOVED “to recommend approval”. The MOTION WAS UNANIMOUSLY ADOPTED.
Articles 3, 7, 10, 18, 19, 20, 25, 26, 27, 28, 29, 33, 34, 35, 37, 38, 40, and 41 – Mr. Herbster MOVED “to make a recommendation on Town Meeting floor”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 4 – Item 53 was amended to $9,262,038 and Item 54 was amended to 77,878, due to a change in the allocation computation. Using the amendments and the worksheet prepared by the Town Accountant, Mr. Bothwick MOVED “to recommend approval of Items 1 - 53 and 55 - 103 and their funding sources, and to make a recommendation on town meeting floor on item 54”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 5 - $97, 500 of available funds has been identified for projects.
Item 7 – Work will begin at Rockwood Heights/Crooked Lane, will cost $75 per linear foot (12 miles), and will last 15 years.
Item 9 – Road improvements may cost $500,000. The DPW Director will identify what areas are important, however he cannot say where to spend the money until the final amount is identified.
Item 11 – The radio read is important. In the future it will be necessary to upgrade the water meters with hardware that is designed around software.
Item 15 – To have a contracted septic truck clean out the lift station costs approximately $2,200 per day. The Town has two lift stations, and the process should be done twice per year. The Old Essex Road station has two chambers, and the wash system will cost $15,000. The other station has one chamber and would cost $7,500.
Mr. Swanson MOVED “to recommend approval of items 1-3, 5-8, 10, and 12-15, and that item 6 be funded by sale of lots and perpetual care interest funds; items 8 and 12 be funded by water surplus funds; item 13 be funded by water rates; item 14 be funded by harbor improvement funds, item 15 be funded by sewer rates, and that all other items be funded by taxation; to recommend $9,600 for item 4 funded by taxation, $17,000 for item 11 funded by water rates, and to make a recommendation on town meeting floor on item 9”. The MOTION WAS UNANIMOUSLY ADOPTED.
Articles 6, 8, 9, 21, 22, 23, 24, and 32, – Mr. Herbster MOVED “to recommend the advice of the Planning Board”. The MOTION WAS UNANIMOUSLY ADOPTED.
Articles 11, 12, 30, 31 - Mr. Herbster MOVED “to not recommend approval”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 13 - Mr. Herbster MOVED “to recommend approval at no additional cost to the Town”. The MOTION WAS UNANIMOUSLY ADOPTED.
Article 15 - Mr. Herbster MOVED “to recommend the advice of the Board of Selectmen”. The MOTION WAS UNANIMOUSLY ADOPTED.
CPA – The BOS are inclined to not recommend approval of CPC projects that would not come through the normal Town process. It was recognized that the CPC must advance their goals to align with the Town process, and that their recommendations should be complete and reported to the BOS by December 31.
The FinCom will meet on March 13, 20 and 27.
