Finance Committee Meeting 4/04/2007


A meeting convened at Manchester Memorial School at 6:07 PM.
Members in attendance: Bothwick, Burbott, Cabot, Carr, Craft, Herbster, Kenney, Putnam and Swanson

SPECIAL TOWN MEETING WARRANT
Article 1 - Mr. Herbster MOVED “to recommend approval of $113,598, and that the project be funded by taxation”.  The MOTION WAS UNANIMOUSLY ADOPTED.

ANNUAL TOWN MEETING WARRANT
Article 4, Items 53 and 54 – Mr. Bothwick MOVED “to recommend approval of $9,308,376 funded by taxation”.  The MOTION WAS UNANIMOSULY ADOPTED.
Article 18 – Mr. Herbster MOVED “to recommend approval of $25,244, and that $14,065 be funded by taxation, and $6,300 be funded by sewer rates, and $4,879 be funded by water rates”.  The MOTION WAS UNANIMOUSLY ADOPTED.
Article 26 – Mr. Carr MOVED “to recommend approval”.  The MOTION WAS UNANIMOUSLY ADOPTED.
Article 37 – Mr. Swanson MOVED “to recommend approval of $13,470 for open space, $13,470 for affordable housing, $13,470 for historic preservation, and $158,846 for the CPC reserve fund”.  The MOTION WAS UNANIMOSULY ADOPTED.
Article 38, Newport Park heating - Mr. Carr MOVED “to recommend approval of $26,640 from the affordable housing fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
               , Masconomo Park Bandstand – Mr. Carr MOVED “to recommend approval of $26,640 from the open space fund, and $3,360 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
               , Crowell Chapel – Mr. Bothwick MOVED “to recommend approval of $13,470 from the historic resources fund, and $88,530 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
               , Masconomo bank restoration – Mr. Swanson MOVED “to recommend approval of $23,400 from the CPC general fund”.  The MOTION WAS UNANIMOSULY ADOPTED.
              , Historic Town records storage – Mr. Carr MOVED “to recommend approval of $17, 175 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
              , Town records restoration – Mr. Carr MOVED “to recommend approval of $12,803 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
              , First Parish Church – Mr. Craft MOVED “to recommend approval of $14,000 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
              , Administrative expenses – Mr. Bothwick MOVED “to recommend approval of $2,000 from the CPC general fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.
Article 40 – Mr. Herbster MOVED “to recommend $100,000 for the Stabilization Fund, funded by taxation”.  The MOTION WAS UNANIMOSULY ADOPTED.
Article 41 – Mr. Herbster MOVED” to recommend $600,000 of Free Cash be used to reduce the tax rate”.  The MOTION WAS UNANIMOUSLY ADOPTED.

MINUTES – The minutes of 3/31 were adopted as written.

The meeting adjourned at 11:03 PM.
