Finance Committee Meeting 11/11/2008
A meeting convened at 7:48 PM in Town Hall.
Members in attendance: Bothwick, Kenney, Martin and Putnam
Members absent: Carr, Croft, and Herbster
Others present:  Town Accountant, Town Administrator, members of the BOS
Mr. Bothwick presided.

SPECIAL TOWN MEETING WARRANT
Article1 – The total amount of the sewer work is $177,873.  A previous appropriation of $125,000 leaves a balance of $52,873.   A formula of 75% sewer rates and 25% tax rate has been established.  The following proposal departs from that formula.
Mr. Putnam MOVED “to approve the project and that it be funded with $30,550 in sewer fees, $10,183 from taxation, and $12,140 from available funds”.  The MOTION WAS UNANIMOUSLY ADOPTED.
There are related expenses for seawall and fence repairs in the amount of $8,900.  The sense is to do the work and replace the budget at the April STM.
Article 2 - Mr. Putnam MOVED “to transfer $30,000 from F’09 Health/ Life Insurance, $10,000 from Contributory Pensions, and $5,000 from Liability Insurance
to the F’09 Reserve Fund”.  The MOTION WAS UNANIMOUSLY ADOPTED.

PINE STREET – The testing of additional properties was less expensive than expected.  

BUDGET OVERVIEW
Free Cash came in at $990,000; valuations are higher; growth is over $200,000.
The School budget request is expected to be an increase of 8.8%.
Can school borrowing authorization be reduced?

MINUTES - The minutes of 9/30/08 were unanimously adopted as amended.

The meeting adjourned at 8:48 PM.
