Recycling Do's and Don'ts
RECYCLING

CURBSIDE & TRANSFER STATION & BANNED ITEMS

The Department of Environmental Protection does not allow certain items to be picked up curbside or dropped off, mixed in with your trash, at the Transfer Station, as per their Municipal Solid Waste regulation.  Some of these items can be dropped off separately at the Transfer Station for recycling and proper disposal. Check the table labeled Town Hall and Other Recycling Options.

For banned substances such as oil base paint, pesticides, fertilizers, harsh cleaners, batteries, petroleum products, mercury based products and some inorganic material, call the DPW office about disposal.

Building material, any roofing and asbestos, organic and bio hazard material, radio active material is not accepted.   For more information on banned waste, trash or recycling please contact the Department of Public Works (978-526-1242).  Hours are Monday – Wednesday from 8:30 a.m. – 4:30 p.m. & Thursday from 8:30 a.m. - 7:30 p.m.

How To Recycle?
There is no limit to how many recyclable items you can set out every other week or drop off at the transfer station during normal operating hours.

1.   All Paper Can Go Together             
The Town recycles all paper – newspaper, junk mail, magazines, cardboard, egg cartons and paperboard at both curbside and transfer station.  No soiled paper please.
  • All types of paper can go into recycling bins, beside it in paper (not plastic) bags or in the dumpsters and the Transfer Station.
  • Cardboard – curbside only- please flatten and cut pieces to smaller than 2’x2’ in size and put in or under the recycling bin.  With several pieces, please tape or tie them together in piles no higher than 6”.
  • Cardboard may be brought to the transfer station in any size as long as they are flattened or filled with recyclable papers.
2.  All Glass, Metal and Plastics Can Go Together
You can recycle glass containers (all colors), all plastic containers #1-#7 and metal containers (aluminum, steel, tin), even milk and juice cartons (leave off the screw-top) and flower pots and trays can be recycled with the containers! Please rinse containers so they are free of food and debris.  You do not have to remove labels or rings.  Plastic items that cannot be recycled are toys, Styrofoam, 5 gallon pails, bags of bags, plastic wrap, aluminum foil products, items that are not containers.

More ways to recycle

  • You can put all your recyclables into a recycling bin for curbside pick up.
  • If you need more space, you can designate a barrel of any size (except large Toter’s with attached lids) for co-mingled containers by labeling it with a “RECYCLE” sticker for curb side pick up. These stickers are free from the DPW.
If you need more space you can place papers and newsprint in paper bags and place them aside your recycling container for curbside pick up.
  • You can take all recyclables to the transfer station on Pine St. during normal operating hours. Resident vehicle sticker mandatory.

Items that can be dropped off with no fees.
Metals
Any metals or mostly metal products except those containing refrigerants.
Drop off near appropriate dumpster.  Drain all fluids and remove non-metal parts if possible.
Gas cans, paint cans, combined items with less than 70% metal content. Sealed drums, fuel tanks.
Fluorescent Light Bulbs, (Mercury Vapor Tubes)
Any tubular or compact fluorescent bulbs.
Carefully place them in and out of vehicle, they break easily.
Regular incandescent bulbs, (the regular round ones).
Vehicle & Office equipment lead batteries.
Any wet or sealed lead battery. (from vehicles or power surge protectors).
Drop off in proper covered trailer.
Regular alkaline batteries, (AAA, AA, C, or D).  Any rechargeable batteries.
Cardboard/ Paper
Any paper or cardboard products.
Flatten boxes.
Greasy or soiled paper or boxes, heavily laminated paper.
All recyclable, plastics, glass & cans.
Clean plastics #1-#7, glass bottles & jars, food & beverage cans.
Drop in appropriate container.
No Styrofoam, plastic wrap, bags of plastic bags, Pyrex, plate glass, lawn furniture, toys, ceramics, pottery, aluminum foil or large plastic items.  No oil, hazardous material or fuel containers.
Clothes, Textiles
Any clothes, towels, coats, or other cloth items.
Place in bags, tie bag and place in container.
No household goods, non cloth items, books, trash or shoes.
Waste Oil, petroleum products

Motor Oil, Antifreeze, gear oil, gas, kerosene, diesel fuel, oil filters or transmission fluid.
Must be in sealed, spill proof containers.  No aerosols.
No more than 2 gallons per resident. No brake fluid, degreasers or solvents.
Items requiring a prepaid sticker
Fees can be paid at the Town Hall during normal business hours.  Once the fee is paid a sticker will be given to you to affix onto the item before drop off at the Transfer Station.  Valid free resident sticker needed for access.
Tires,
Auto and Light Truck.
*
Any tires, with or with out rims.
Drop off in assigned location.
A higher fee is charged for large truck & equipment tires.
Appliances with refrigerants
*
Refrigerators,
Air Conditioners, Freezers, Dehumidifiers, Water coolers.
Drop off by metal dumpster.  Remove doors from fridge.  Remove liquids from engines.
Even if the refrigerant has escaped these items they must be dealt with separately by law.
Propane Cylinders

Any 20 pound propane cylinder, (typical gas grill cylinder), or smaller.
Drop off in proper container.
No larger cylinders. No compressed gas cylinders of any other type.
CRT (Cathode Ray Tubes), TVs & Computer Monitors *
Only monitors need be dropped off.  (Electronic components are not banned but can be recycled with the monitor).
Drop off at transfer station during operating hours.
Flat screen devices can be dropped off for recycling but no fee/sticker is required.

Located at 10 Central St. on the 2nd floor of the Town Hall.  Office hours 8:30 a.m. – 5:00 p.m. Monday – Wednesday, 8:30 a.m. – 8:00 p.m. Thursday, closed Friday.  This info is also located on the Town’s website at www.manchester.ma.us.

Household Hazardous Waste

Any pesticides, fertilizers, acids, harsh cleaners, oil or alkaline paint, paint cleaners.
A once per year drop off point will be posted in the paper with items accepted.  Fee involved.  Contact  Board of Health.
Petroleum products, medicine, explosives, asbestos, dried lead paint, radioactive material, biological material.
Nickel/Cadmium, Lithium or other rechargeable Batteries



Rechargeable for tools, toys, home appliances.  NiCad Lithium batteries
Drop off in recycling box in the DPW Office at Town Hall.  No Fee involved.
Non-rechargeable batteries, Auto batteries, lead batteries, alkaline batteries.
Mercury or Mercury bearing products
button batteries, thermometers, thermostats, liquid mercury, any mercury product
Deliver carefully to Board of Health Office in a break/spill proof container, box or zip lock baggy. No Fee.
Medical thermometers will be exchanged with new, non mercury, LED thermometers for free.
Ink Jet Cartridges & Cell Phones
Any printer cartridges or cell phones.
Bring to Town Hall during regular hours. No Fees.
Place any leaky or messy cartridges in a zip lock type or sealed plastic bag.

OTHER RECYCLING OPTIONS


Fluorescent Bulbs
Any tubular or compact Fluorescent bulb used for home or business.
Bring to Manchester Hardware located at 35R Beach St.
Manchester Hardware recycles Fluorescent tubes on site.  They will accept them during normal business hours. No Fee.
Reading Books
Any type of reading, instructional, novel, fiction or non fiction book.
Place in container in front of school.
M/E High school on Lincoln St. by the current front entrance.
No Fee
Plastic Bags
Typical thin, plastic grocery or shopping bags.
Place bags inside a main bag.
Crosby’s Market.
No Fee
Wood Chips, Commercially collected branches and brush or leaves
Any leaves, woodchip, branches or brush in large quantities or from commercial operators.
All material must be loose or in paper bags.

NEW COMPOST FACILITY

The Compost site location has changed as of September 12, 2009 and is now situated at the Transfer Station on Pine Street.  Operating hours for the Compost site are the same as the Transfer Station hours.  Residents are required to have a current resident sticker on their vehicle for access.  The site attendant will direct you to the proper disposal area.


Yard Waste

Branches, Brush & Trees and household potted plants.
Drop off at Compost site during normal operating hours.
No pressure treated or creosoted landscape timbers or lumber.
Leaves
Leaves and grass clippings
Place in biodegradable / paper bags or trash barrels only.
No plastic bags, no flower pots. No inorganics.
Inorganic material
Gravel, sand, rocks, very small quantities of asphalt, brick, tile or concrete.  No more than two 5 gallon buckets.
Call the Public Works Dept. first to see if they are excepting the material you have and arrangements will be made with you.
No roofing shingles, asbestos products, sheet rock, hazardous materials or metals.  Fees will apply for larger loads.  No commercial use.
Christmas Trees & Wreaths
Any organic holiday decorations
Drop off at Compost Facility.
The Town will pick up these items curbside for a specified time frame. After that you can use this option for disposal.
Wood Chips, small quantities, non commercial.
Any wood chips, mulch, bark, compost or similar organic material.
Drop off at compost Facility.   
No contaminated wood chips or chips treated with hazardous material.

Residents are encouraged to come take as much compost as they would like for their residential, non commercial needs at no fee during normal operating hours.
