Meeting Minutes
Friday, July 17, 2009

Overdue Installations
Members agreed to draft a letter to the owner of 16 Butler Avenue requesting that septic system upgrade plans be submitted to the Board of Health prior to August 14, 2009.
Members voted unanimously to require that the property owner(s) of 1 & 3 Boardman Avenue tight tank the existing on site septic tanks, while they pursue Conservation Commission and Mass D.E.P. approval of the septic system repair plans approved by the Board of Health in the fall of 2008. Members also voted to require that the replacement septic system at 1 & 3 Boardman Avenue be installed by November 1st of 2009.
Pool Inspections
Members reviewed the summer 2009 pool inspections completed at the Manchester Athletic Club, Manchester Bath & Tennis Club and the Essex County Club. Members were pleased that all three of the clubs had complied with the new Federal Baker Pool
Act.
Beach Water Testing
Members reviewed the recent bathing beach water tests for the Manchester beaches.
Minutes
Members discussed and agreed to begin placing the Board of Health meeting minutes on the town website. Members voted to approve the minutes of 01/22/09, 02/12/09, 03/12/09, 03/26/09, 04/10/09, 06/22/09.
Fall Flu Clinics
Members discussed the fall flu clinic schedule, noting that additional nurses and volunteers will be needed to staff the regular flu clinics as well as the additional clinics required for the Swine Flu.
Black & White Beach
Members reviewed a resident request for portable toilet(s) to be placed at Black and White Beach in Manchester. Members agreed to discuss the matter further with the
Parks & Recreation Department and the D.P.W. Director.
7 Lincoln Avenue
Members reviewed an auctioneer’s license for the proposed sale of the condemned property at 7 Lincoln Avenue. Members agreed to notify the auctioneer that the property remains condemned and uninhabitable.
14 Smith’s Point Road
Members were notified of a September 2009 court date for the Gannett case.
Salem Sound / Stream Team
Members reviewed recent water sampling results from the Salem Sound Manchester Stream Team.
Board of Health Database
Members reviewed information related to the new Board of Health septic system database. Members asked that the office staff come up with a written plan and cost for filling out the remaining items on the database (i.e. age of system, soil testing, percolation rates, system components) and report that information back to the Board at their next meeting.
Raymond Street Meeting
Members agreed to contact Bioengineering Group of Salem to invite them to come in to any upcoming Board of Health meeting to discuss their preliminary planning for a shared septic system at 34 Raymond Street in Manchester.
Salem Power Plant
Members requested that Public Health Nurse Betty Benn and board member Dr. Randy Adams plan to report their research on the Salem Power Plant first to the Board of Health and following that provide an overview to the Board of Selectmen.
There being no further information to come before the Board, members voted to adjourn the meeting at 9:30 a.m.
